The basis for issuing a land-use decision is the project for land-use decision, which must be in accordance with land-use planning of municipalities and zones. The land-use decision is issued by relevant construction authority on the basis of application and annexes. The Construction Authority will initiate a land-use procedure, the result of which is the Land-Use Decision. As a part of land-use procedure, the construction authority requests statements and opinions from various institutions, which the constructor is obliged to provide for issuance of land-use decision. By decision on location of the construction, the construction plot is being defined, the building is being placed, the conditions for location of the building is being set, the requirements for content of the next stage of project documentation are defined, and the period of validity of the decision is set forth. The construction authority may waive the land-use decision or combine the land-use procedure with the construction procedure provided that it is a simple construction. In such a case, a land-use procedure is not necessary and it can be continued by the next step, which is the construction procedure.
